We combine advocacy work at national and local level
in our program. We believe that an
effective advocacy must be based on systematic link between fact-finding
activities and stakeholder engagement at local level, and the development of
network and various public outreach activities at national level.
Our program consists of:

Monitoring of the state’s budget allocation and
implementation
We
focus our monitoring work mainly on government’s infrastructure budget and
projects implementation at local level under the current PDD I and II and PDL
(local development program) policy. It
covers projects in road, school building, and bridge construction, water and
sanitation, irrigation, and electricity at district, sub district, and village
level. However, we also conduct
monitoring on the government direct cash transfer program for the elderly.

Government Liaison and Advocacy
We
utilize this program to facilitate our advocacy at national level and provide
leverage to our monitoring program at local level. We facilitate discussion and lobbying between
civil society and the central government agencies, inform the relevant agencies
on our monitoring results and demand their responses, and gather information on
the current government’s development policy and disseminate it to the public.

Community Empowerment
We empower the community by raising their awareness
and improve their understanding on the development policy and projects that
directly impact their livelihood. We build their capacity to monitor local
development project through regular community discussion, workshops, trainings,
and joint monitoring activities. We
develop community’s monitoring network in six villages in three districts (Aileu,
Liquisa, and Manatuto).
